Replace Area Code Preferences

/communications/masking/area-code-preferences

Atomically replaces the entire ordered list. Lower index = higher priority (tried first). Empty array clears all preferences. NANP only: 3-digit codes, first digit 2-9. Permission: UPDATE_SETTINGS.
