Create a new user pool. Scoped to current tenant + location (from pb-ectlid header).

This endpoint expects a multipart form.

Required: Pool name - unique per tenant + location - max 191 chars - “Bay Area Sales”

descriptionstringRequired

Optional: Pool description - max 1000 chars - “Round-robin rotation for HVAC Bay Area inbound”
