Update Dispatch Settings

Update dispatch settings. Supports tenant-wide, location-specific, or user-specific scope. All fields are optional. Use scope with tenant_location_id and/or user_id to set location-level or per-technician overrides (e.g., technician_ticket_visibility). Includes 5 team-dispatch settings (team_dispatch_understaffed_mode, team_dispatch_lead_missing_mode, team_dispatch_location_mode, team_soft_delete_with_active_dispatches_mode, default_team_min_crew_size).
